1. Introduction
India Post's Mail Motor Services (MMS), Kolkata has re-opened recruitment for 19 Skilled Artisan/Tradesmen posts across seven trades — MV Mechanic, MV Electrician, Tyreman, Blacksmith, Painter, Upholsterer and Carpenter & Joiner — through a corrigendum dated 29 October 2026 (Notification No. MMG/36/Sk. Artisan/DR/II/95). Applications must be sent by Speed Post only and must reach the Kolkata office by 30 November 2026, 5:00 PM.
This is not a routine new notification. The Department of Posts first advertised these backlog vacancies (belonging to the years 2015-16, 2016-17 and 2017-18) on 8 August 2018, re-advertised them on 19 May 2020, and has now re-notified them in compliance with orders of the Central Administrative Tribunal (CAT). Because the recruitment is a continuation of that older process, the age limit is still calculated as on 1 July 2018 — a detail that changes who can actually apply in 2026, and one that most coverage of this notice passes over in a single line.
The posts are General Central Service, Group-C, Non-Gazetted, Non-Ministerial positions in Level 2 of the 7th CPC Pay Matrix (₹19,900–₹63,200), with a one-year probation. Selection is by a Competitive Trade Test in the trade you apply for — there is no written general-knowledge exam and no interview. The minimum qualification is a Government-recognised trade certificate, or Class VIII pass with one year of experience in the trade.
In this guide we cover the trade-wise vacancy table, a birth-date eligibility window for every category, which category relaxations are usable in which trade, an estimated in-hand salary at current allowance rates, the full document checklist, and the 13 reasons the notification lists for rejecting applications.
Editorial Note: This article is prepared by the Vacancy Vedika editorial team from the official corrigendum issued by the Senior Manager, Mail Motor Services, Kolkata, dated 29 October 2026. Birth-date windows and salary figures are our own calculations from the notification's rules and current Central Government allowance rates; they are explanatory and do not replace the official notice. In case of any discrepancy, the English version of the official notification is final.
2. About Mail Motor Services, Kolkata
Mail Motor Services (MMS) is the in-house vehicle fleet wing of the Department of Posts, Ministry of Communications. MMS units run and maintain the mail vans, trucks and staff vehicles that move mail bags between sorting offices, railway mail service points and post offices. The Kolkata unit serves the West Bengal Postal Circle and operates its own workshop from Beleghata Road.
Skilled Artisans are the workshop staff of this fleet. An MV Mechanic repairs engines and drivetrains (and must be able to road-test a heavy vehicle — hence the HMV licence requirement), an MV Electrician handles vehicle wiring and electricals, a Tyreman services tyres and wheels, while the Blacksmith, Painter, Upholsterer and Carpenter & Joiner handle body work, repainting, seating and wooden fittings on postal vehicles.

3. Important Dates
The only live deadline is 30 November 2026 at 5:00 PM, and it is a receipt deadline — your envelope must physically reach the Kolkata office by then. The other dates below matter because they explain why the age cut-off sits in 2018.
| Event | Date |
|---|---|
| Original notification issued | 8 August 2018 (Employment News, 15–21 September 2018) |
| Re-notification issued | 19 May 2020 (Employment News, 3–9 October 2020) |
| Crucial date for age calculation | 1 July 2018 |
| Corrigendum issued | 29 October 2026 |
| Last date for receipt of application | 30 November 2026, up to 17:00 hrs |
| Trade test date, venue and syllabus | To be sent with Hall Permits to eligible candidates |
Deadline Alert: Applications received after 5:00 PM on 30 November 2026 are rejected, regardless of when they were posted. If you are sending from outside Kolkata, book your Speed Post at least 7–10 days early and keep the booking receipt and tracking number.
4. Vacancy Details
MMS Kolkata has notified 19 vacancies across seven trades: 10 UR, 4 SC, 4 OBC and 1 ST. MV Mechanic alone accounts for 8 posts (about 42% of the total), while four trades have just a single seat each.
| Trade | Total | SC | OBC | ST | UR |
|---|---|---|---|---|---|
| MV Mechanic | 8* | 2 | 1 | 1 | 4 |
| MV Electrician | 4 | 1 | 1 | – | 2 |
| Tyreman | 2 | – | 1 | – | 1 |
| Blacksmith | 2 | 1 | – | – | 1 |
| Painter | 1 | – | – | – | 1 |
| Upholsterer | 1 | – | – | – | 1 |
| Carpenter & Joiner | 1 | – | 1 | – | – |
| Grand Total | 19 | 4 | 4 | 1 | 10 |
*Two of the eight MV Mechanic vacancies are earmarked for Ex-Servicemen (ESM). These are not extra seats — they sit inside the eight. Reservation for ESM is horizontal: a selected Ex-Serviceman is counted against the communal category (UR, SC, ST or OBC) he belongs to, so the ESM quota cuts across the vertical category split rather than adding to it.
No EWS column: The vacancy table has no EWS seats. These are backlog vacancies of 2015-16 to 2017-18, which pre-date the introduction of EWS reservation in Central Government recruitment in 2019. The EWS certificate format is printed in the annexures, but the table itself does not reserve any post for EWS.
5. Which Category Seats Exist in Each Trade
Your category only helps you in a trade that actually has a seat reserved for that category. The notification states that SC, ST and OBC (NCL) age relaxation applies only in respect of vacancies reserved for them, so choosing the right trade is as important as meeting the qualification.
| Trade | Reserved Seats Available | Category Age Relaxation Usable By | Practical Reading |
|---|---|---|---|
| MV Mechanic | SC 2, OBC 1, ST 1 (+2 ESM) | SC, ST, OBC, ESM | The only trade with an ST seat and the only ESM seats |
| MV Electrician | SC 1, OBC 1 | SC, OBC | No ST seat — ST candidates compete in UR at UR age limits |
| Tyreman | OBC 1 | OBC only | SC/ST candidates get no relaxation here |
| Blacksmith | SC 1 | SC only | OBC/ST candidates get no relaxation here |
| Painter | None (UR 1) | None | Open seat; everyone must fit the 18–30 UR window |
| Upholsterer | None (UR 1) | None | Open seat; everyone must fit the 18–30 UR window |
| Carpenter & Joiner | OBC 1 (no UR seat) | OBC only | The single seat is reserved for OBC (NCL) |
Pro Tip: If you are an ST candidate aged 31–35 on 1 July 2018, MV Mechanic is the only trade where your 5-year relaxation can be used. An SC candidate in the same age band can use it for MV Mechanic, MV Electrician or Blacksmith. Before applying for Carpenter & Joiner, note that its only seat is reserved for OBC (NCL).
6. Eligibility Criteria
All seven trades share one qualification rule: a trade certificate from a Government-recognised technical institution (such as an ITI), or Class VIII pass plus one year of experience in the same trade. MV Mechanic applicants additionally need a valid Heavy Motor Vehicle (HMV) driving licence.
MV Mechanic (8 Posts)
- Trade certificate from a Govt-recognised institution, OR Class VIII pass + 1 year in the trade
- Valid HMV driving licence — mandatory, to road-test any vehicle in service
- Indian citizen
MV Electrician (4 Posts)
- Trade certificate from a Govt-recognised institution, OR Class VIII pass + 1 year in the trade
- No driving licence requirement
- Indian citizen
Tyreman (2 Posts)
- Trade certificate from a Govt-recognised institution, OR Class VIII pass + 1 year in the trade
- Indian citizen
Blacksmith (2 Posts)
- Trade certificate from a Govt-recognised institution, OR Class VIII pass + 1 year in the trade
- Indian citizen
Painter (1 Post)
- Trade certificate from a Govt-recognised institution, OR Class VIII pass + 1 year in the trade
- Indian citizen
Upholsterer (1 Post)
- Trade certificate from a Govt-recognised institution, OR Class VIII pass + 1 year in the trade
- Indian citizen
Carpenter & Joiner (1 Post)
- Trade certificate from a Govt-recognised institution, OR Class VIII pass + 1 year in the trade
- Seat reserved for OBC (NCL)
- Indian citizen
Two details are easy to miss. First, the experience route needs proof: the experience certificate must be on the employer's letterhead and must carry the organisation's full postal address — an experience letter without a complete address is a listed rejection ground. Second, for MV Mechanic the notification asks for the HMV licence (or a licence extract), and the application form also asks for the issue and validity dates of your LMV and HMV licences, so keep both details ready.
Warning: An LMV (light motor vehicle) licence alone does not satisfy the MV Mechanic requirement. Without a valid HMV licence, an MV Mechanic application will not be called for the trade test.
7. Age Limit & Relaxation
Age is calculated as on 1 July 2018, not as on any 2026 date. A UR candidate must have been 18 to 30 years old on 1 July 2018, which means a date of birth between 2 July 1987 and 1 July 2000. In practical terms, nobody born after 1 July 2000 — anyone roughly 26 or younger today — can apply, whatever their category.
| Category | Relaxation | Upper Age on 01.07.2018 | Born On or After | Born On or Before |
|---|---|---|---|---|
| UR (General) | – | 30 years | 2 July 1987 | 1 July 2000 |
| OBC (Non-Creamy Layer)* | 3 years | 33 years | 2 July 1984 | 1 July 2000 |
| SC / ST* | 5 years | 35 years | 2 July 1982 | 1 July 2000 |
| Central Government servants | As per Central Govt orders | Up to 40 years | 2 July 1977 | 1 July 2000 |
| Ex-Servicemen | Military service + 3 years (UR); + 8 years (SC/ST); + 6 years (OBC) | Depends on service length | Calculated individually (see below) | |
*Only against vacancies reserved for that category — see the seat matrix above. The lower limit (born on or before 1 July 2000) is the same for everyone because relaxations only raise the upper limit.
How the Ex-Servicemen calculation works: take your actual age on 1 July 2018, subtract the period of military service you rendered, and the result must not exceed 30 + 3 = 33 years (UR), 30 + 8 = 38 years (SC/ST) or 30 + 6 = 36 years (OBC). For example, a UR ex-serviceman aged 42 on 1 July 2018 with 10 years of service has an adjusted age of 32, which is within the 33-year ceiling. The notification refers specifically to military service in the Motor Vehicle Mechanic trade, and the two ESM seats are both in MV Mechanic.
Why 2018? The corrigendum continues the recruitment process that began with the 2018 notification, so the original crucial date is retained. The application form itself asks for your age as on 01.07.2018 in years, months and days — calculate it carefully from your Class 10 or birth certificate.
8. Salary & Remuneration
Skilled Artisans are placed in Level 2 of the 7th CPC Pay Matrix, with a starting basic pay of ₹19,900 and a scale running up to ₹63,200, plus admissible allowances. With Dearness Allowance at 63% (effective 1 July 2026) and Kolkata classed as an X-category city for HRA, the estimated gross monthly salary at the entry stage is roughly ₹40,600.
Pay Structure
| Component | Basis | Approx. Monthly Amount |
|---|---|---|
| Basic Pay | Level 2, Cell 1 | ₹19,900 |
| Dearness Allowance (DA) | 63% of basic (w.e.f. 1 July 2026) | ₹12,537 |
| House Rent Allowance (HRA) | 30% of basic (X-class city, Kolkata) | ₹5,970 |
| Transport Allowance (TA) | ₹1,350 + DA on TA (Level 1–2, notified city) | ₹2,201 |
| Gross Salary | ≈ ₹40,608 | |
| Pension contribution (NPS / UPS) | 10% of (basic + DA) | – ₹3,244 |
| CGEGIS, CGHS and professional tax | Approximate combined deductions | – ₹480 |
| Estimated In-Hand | ≈ ₹36,884 |
Note on the estimate: These figures are our calculation using current Central Government allowance rates, not figures from the notification. Actual pay depends on your posting, whether you take Government accommodation (no HRA), and future DA revisions. New Central Government entrants are covered by the contributory pension system, not the old pension scheme.
9. Application Fee
The corrigendum dated 29 October 2026 does not prescribe any application fee and gives no instructions for payment by postal order, demand draft or online mode. Do not attach any fee instrument unless MMS Kolkata issues a separate instruction.
| Category | Fee as per Corrigendum |
|---|---|
| UR / OBC | Not prescribed |
| SC / ST | Not prescribed |
| Ex-Servicemen | Not prescribed |
| Women | Not prescribed |
Your real costs are Speed Post charges (one envelope per trade), photocopies and photographs. The notification also states that no TA/DA will be paid for travelling to the trade test, so budget for the trip to Kolkata if you are called.
10. Selection Process
Selection is a two-step process: applications are screened against the eligibility rules, and eligible applicants take a Competitive Trade Test based on the syllabus of their trade. There is no written general-studies paper and no interview.
Every application is checked against the age, qualification, experience, licence and certificate requirements. Rejected applicants are not informed, and the office will not reply to queries about rejected applications.
Eligible candidates receive a Hall Permit by post, which also carries the trade test syllabus, date, venue and duration. Keep the address on your application current and reachable.
A practical and theory test in your chosen trade. For MV Mechanic, the HMV licence requirement exists because the job involves driving vehicles in service to test them.
Candidates are selected on the basis of qualification, experience, the vacancy available in their community category, and their skill test performance.
Because the official syllabus arrives only with the Hall Permit, the most useful preparation is hands-on revision of the core skills of your trade. The focus areas below are our editorial guidance based on standard ITI trade content for each trade, not an official syllabus.
| Trade | Likely Practical Focus | Theory to Revise |
|---|---|---|
| MV Mechanic | Engine fault diagnosis, brake and clutch adjustment, road test of a heavy vehicle | Diesel engine cycle, fuel system, transmission, lubrication and cooling |
| MV Electrician | Wiring harness tracing, starter and alternator testing, battery checks | Vehicle electrical circuits, charging system, lighting, use of a multimeter |
| Tyreman | Tyre removal and fitting, puncture repair, wheel balancing | Tyre sizes and markings, inflation pressures, tube and tubeless types |
| Blacksmith | Forging, bending and shaping a given job, heat treatment | Forge tools, metal properties, hardening and tempering |
| Painter | Surface preparation, primer and spray painting of a vehicle panel | Paint types, thinners, spray gun handling, finishing defects |
| Upholsterer | Seat cushion and cover repair, stitching and fixing | Upholstery materials, foam grades, measuring and cutting |
| Carpenter & Joiner | Making a joint to a drawing, repairing wooden fittings | Wood types, common joints, hand and power tools |
No automatic call: The notification states that merely meeting the minimum qualification does not give a candidate the right to be called for the trade test. Strong, well-documented trade experience helps your application.
11. Applied in 2018 or 2020? Read This
If you applied in response to the 8 August 2018 or 19 May 2020 notifications, your old application will still be considered. However, the corrigendum says a fresh application stating your choice according to the vacancies now notified is preferable, and if more than one application is received from the same candidate, only the latest one is considered.
| Your Situation | What the Corrigendum Means for You | Our Suggestion |
|---|---|---|
| Applied in 2018/2020, details unchanged | Old application remains valid | Send a fresh application anyway — it is described as preferable |
| Applied earlier, but your address, licence or certificates have changed | Latest application overrides older ones | Send a fresh, complete application with updated documents |
| Applied earlier for a trade whose vacancy count has changed | Choice must match vacancies now notified | Re-apply for the trade where your category has a seat (see Section 5) |
| Never applied before | Fresh candidates are explicitly allowed | Apply if you meet the 01.07.2018 age rule and qualification |
Warning: Because only your latest application is considered, an incomplete fresh application will replace a complete older one. If you re-apply, make sure the new set is at least as complete as what you sent before.
12. Document Checklist
Every document is sent as a self-attested photocopy — never send originals. Missing self-attestation alone is enough for the application to be rejected without notice.
| # | Document | Accepted Proof / Notes | Who Needs It |
|---|---|---|---|
| 1 | Age proof | Birth certificate, Class 10 certificate or School Leaving Certificate | All |
| 2 | Address proof | Any valid address document | All |
| 3 | Indian citizenship proof | Passport, birth certificate, Voter ID, domicile / permanent residential certificate, or a Govt-issued certificate showing citizenship | All |
| 4 | Educational qualification | Class VIII (or higher) certificate | All |
| 5 | Technical qualification | ITI / trade certificate from a Govt-recognised institution | Certificate route |
| 6 | Trade experience certificate | One year in the trade; on letterhead with the organisation's name and full postal address | Experience route |
| 7 | HMV driving licence / licence extract | Valid HMV licence | MV Mechanic only |
| 8 | Category certificate | SC/ST/OBC (NCL) in the Central Government format; ESM certificate from the competent authority | Reserved / ESM |
| 9 | Photographs | Two recent self-attested passport-size photos — one pasted on the form, one attached | All |
The community certificate must be the one issued for appointment to Central Government posts; a state-format caste certificate may not be accepted. OBC candidates need a valid certificate in the prescribed format confirming non-creamy-layer status. The SC/ST and OBC formats are printed in the notification's annexures, along with the list of authorities empowered to issue them (District Magistrate, Sub-Divisional Officer, Revenue Officers not below Tehsildar rank, and others).
13. How to Apply
Applications are offline only: fill the prescribed format on plain paper, sign it, attach self-attested copies, and send it by Speed Post to The Senior Manager, Mail Motor Services, 139, Beleghata Road, Kolkata – 700015. Courier, registered post and hand delivery are not accepted.
Check that your category has a seat in the trade (Section 5) and that you meet the 01.07.2018 age window. One application covers one trade only.
Copy the prescribed format from the notification onto plain A4 paper, or print it. Fill in the trade applied for, your name in capital letters, category, father's name, address with email, religion and nationality, date of birth, and age as on 01.07.2018 in years, months and days.
Enter your educational and ITI details, the name and full address of the organisation where you gained trade experience with the from and to dates, and, for MV Mechanic, your licence number with LMV and HMV issue and validity dates.
Paste one passport-size photo in the box on the form and sign across it. Self-attest the second photo and attach it loose with the application.
Sign the declaration with date and place. Attach self-attested photocopies of every document in the checklist. An unsigned application is rejected.
On the envelope, write "Application for the post of / Name of Trade:" followed by your trade, your From address, and the To address exactly as given in the notification. Use a separate envelope for each trade.
Book at any post office well before the deadline so the envelope reaches Kolkata by 5:00 PM on 30 November 2026. Keep the receipt and track the article until it is delivered.
| Envelope Field | What to Write |
|---|---|
| Top line | Application for the post of / Name of Trade: [your trade, e.g. MV Electrician] |
| From | Your full name and complete postal address with PIN code |
| To | The Senior Manager, Mail Motor Services, 139, Beleghata Road, Kolkata – 700015 |

14. Common Mistakes That Lead to Rejection
The notification lists 13 grounds for rejection, and rejected candidates are not informed. Most are avoidable paperwork errors, so check this table before you seal the envelope. |---|---|---|
| Sent by courier, registered post or by hand | Not entertained | Use Speed Post only |

| More than one trade in one application | Rejected | One form and one envelope per trade |
| Under-age or over-age as on 01.07.2018 | Rejected | Check your birth date against Section 7 |
| MV Mechanic without attested HMV licence copy | Rejected | Attach a self-attested HMV licence or licence extract |
| Incomplete form or received after the deadline | Rejected | Fill every field; post 7–10 days early |

Frequently Asked Questions (FAQs)
There are 19 vacancies across seven trades: MV Mechanic (8), MV Electrician (4), Tyreman (2), Blacksmith (2), Painter (1), Upholsterer (1) and Carpenter & Joiner (1). The category split is 10 UR, 4 SC, 4 OBC and 1 ST.
Applications must reach the Senior Manager, Mail Motor Services, Kolkata by 30 November 2026, 5:00 PM. This is a receipt deadline, so post your Speed Post envelope at least 7–10 days early.
The 29 October 2026 corrigendum continues the recruitment that began with the 2018 notification, so the original crucial date of 1 July 2018 is retained. A UR candidate must be born between 2 July 1987 and 1 July 2000.
No. Because age is counted as on 1 July 2018, anyone born after 1 July 2000 was under 18 on that date and is not eligible, whatever their category. In practice, applicants are roughly 26 or older today.
A trade certificate from a Government-recognised technical institution (such as an ITI), or Class VIII pass with one year of experience in the same trade. MV Mechanic applicants must also hold a valid HMV driving licence.
The corrigendum does not prescribe any application fee or payment method. Your main costs are Speed Post charges, photocopies and photographs. No TA/DA is paid for attending the trade test.
Fill the prescribed format on plain paper, sign it, attach self-attested photocopies of all documents and two photographs, and send it by Speed Post only to The Senior Manager, Mail Motor Services, 139, Beleghata Road, Kolkata-700015. Write the trade name on the envelope.
Yes, but you must send a separate application in a separate envelope for each trade. Applying for more than one trade in a single application is a listed ground for rejection.
Your earlier application will still be considered, but the corrigendum says a fresh application matching the vacancies now notified is preferable. If you send more than one, only the latest application is considered, so make the new one complete.
The post is in Level 2 of the 7th CPC Pay Matrix (₹19,900–₹63,200). With 63% DA and Kolkata HRA, our estimate is a gross of about ₹40,600 and an in-hand of about ₹36,900 per month at the entry stage.
